Family Investment

Family Investment Administration

The Family Investment Administration unit (FIA) provides financial, food, and medical assistance programs to help local individuals and families move toward economic independence and stability. Whether you need temporary help putting food on the table, securing health insurance, or meeting daily living expenses, our staff is here to guide you through the application process. The unit primarily reviews and determines household eligibility for programs based upon federal policy requirements.

Programs We Administer

  • Supplemental Nutrition Assistance Program (SNAP): Formerly known as Food Stamps, SNAP provides monthly benefits on an electronic benefit transfer (EBT) card to help low-income households buy healthy food.
  • SunBucks: Helps low-income families buy food for school-aged children during the summer months when free or reduced-price school meals aren't available. It provides a food allowance per child for the months of June - August.

Temporary Cash Assistance (TCA)

This program provides cash assistance to families with dependent children while helping parents find and keep a job through workforce training and support services.

  • Temporary Disability Assistance Program (TDAP): Provides limited cash assistance to low-income disabled adults who are temporarily or permanently unable to work and do not have dependent children.
  • Medical Assistance (Medicaid): Health coverage that pays medical bills for eligible low-income individuals, families with children, pregnant women, the elderly, and people with disabilities.
  • Public Assistance to Adults (PAA): Helps cover the cost of care and a personal needs allowance for individuals residing in specific, protective community living arrangements, i.e., licensed assisted living facilities, Project Homes, or rehabilitative residences through the MD Department of Health.

Financial Assistance

  • Burial Assistance: Limited financial help with funeral expenses of deceased recipients of Public Assistance programs when their families cannot afford funeral costs.
  • Energy Assistance: Help with home heating and electric bills, as well as crisis assistance for residents facing a utility shut-off. Before applying for utility assistance through the local Department, customers are asked to apply first through the Office of Home Energy Program.
  • Housing Assistance: Help with rent or mortgage expenses for households faced with crisis needs such as an eviction. Households must be able to provide a household budget that is sustainable once one-time assistance is provided.

Workforce Development

We provide workforce development support and training for primarily SNAP and TCA customers to help them transition to a more sustainable household. Workforce staff offer free courses and trainings, and help with connecting customers to available employment opportunities. This support also includes addressing barriers such as transportation for employment-related activities.
